Butterfinger Bars Don't Actually Have Any Chocolate, So What Is It?

Butterfinger contains many ingredients, but it doesn't have real chocolate. Per the Ferrero website, the candy bar has less than 2% actual cacao.
According to the U.S. FDA Code of Federal Regulations, Title 21, a treat must meet specific standards to be categorized as "milk chocolate."
It needs at least 10% chocolate liquor, 3.39% milkfat, and 12% milk solids by weight of the chocolate. In the case of Butterfinger, it falls far below the 10%-55% cacao criteria.
The Ferrero website shows that the first few main ingredients of the candy are actually corn syrup, followed by sugar and peanuts.
