Cut the bacon into small pieces, using either scissors or a knife.
Add the bacon pieces, cream cheese, cheddar cheese, chives, onion powder, garlic powder, and salt to a bowl. Mix well to combine.
Preheat broiler on the low setting. Place a broiler-safe grill rack over a baking sheet.
Fill each of the jalapeño halves with the mixture and align cheese-side up on the grill rack.
Broil, keeping the poppers about 2 inches from the heat source and leaving the oven door ajar, for 5 to 8 minutes, or until the jalapeños have softened and the cheese mixture has browned in spots.
